So you got your fancy pantsy 144hz monitor, and you see Skyrim caps at 60 FPS no matter what you do. Well...the game is locked at this framerate because of the Havoc Physics engine. Using a brute force method of increasing the framerate actually breaks the game. The English language cannot properly describe how badly this messes up the game, so I'll drop this video so you can see for yourself (https://www.youtube.com/watch?v=ZFVtXjr-Nno). I'm not affiliated with the creator of the video, just posting that as an example. Video length is 1:30.
There is a sort of fix to this, but keep in mind there is some risk involved. Here are the instructions if you want to try it for yourself (edit: difficulty posting link. See below for instructions). I've seen another user suggest the reason the framerate is locked at 60 is actually a legal issue, and not a technical one. The Havoc engine does not belong to Bethesda, and they would need permission and probably cash to actually raise it. I don't know if this is true or not, but I believe this is more or less the case.

Edit 2: go to PCGaming wiki and search for Skyrim Special Edition. After that go down to "Frame rate (FPS)". I tried posting the link, but the Forums are kind of screwy again.
