I've been sceptical of OOO myself, since it's given me a strong impression that the arrangement of levels is somewhat unbalanced. High level dungeons right next to low level dungeons and such, with few ways of telling which is which (except for dying).

Contrast to something like Might and Magic 6, where an area's difficulty is directly in proportion to how far away it is from the starting area.

You never know what's lurking beyond the next corner or door - you don't like a good thrill? Don't worry - you can run away most of the time.

TheInquisitor: I have heard good things about Francesco's. Oblivion's scaling in vanilla was just a disaster. OOO's changes too many things for my liking and also felt somewhat un-lore-friendly. Obviously not everyone will agree with that but, hey, that's why these different mods get made and the community ends up all the better for it because options are great.

Each of the mods offer a different solution to the same problem. I am probably a little biased in recommending OSU (principally because I built it) but OOO and Fran's are both amazing mods as well, so honestly you're unlikely to go too wrong with any of them.
