I would just like to know, does the Gamebryo Engine micro-stutter problem still exist in the GoG versions of TES IV: Oblivion, Fallout 3, and Fallout NV?

Sadly, it does. But there is an easy fix:

Go to Documents > My Games > Oblivion / Fallout 3 / FalloutNV > Oblivion.ini / Fallout.ini and change "iFPSClamp=0" to "iFPSClamp=60".

Alternatively you can download the Fallout / Oblivion Stutter Remover from Nexusmods.

Oh, that's a real shame. I might try that iFPSClamp trick next time I break out Oblviion...

That fpsclamp does not work very well at all. I had mine set to 30 and it made the game speed up to unrealistic levels at times. It also makes fps counters incorrectly read whatever the clamp is set to all the time even when it is clearly running under the capped fps.

if your monitor runs at 60hz and you set it to 30 you are de-synching the physics enginge from the game and horrible errors will occur. 60 / 30 = 2, so you are doubling the speed.
