I see that it comes free with certain purchase but was wondering if it also available separately. I do not see in the store. Thanks!

No, its not available to purchase, but you can get it free and legally anyway

Arena & Daggerfall both are "Free with select purchase" titles on GOG, Basically buy any Elder Scrolls, Fallout, Wolfenstein, Doom or Quake game from GOG get you both games.

You can also get Daggerfall free of charge directly from the Bethesda Elder Scrolls site, IIRC. They've been giving the game away for some time.
