Is this what you want the Skooma for?
In any case, if you find a bottle somewhere, you can just dupe it and have all the skooma you want (though you'll need to drink some of it if you want to be able to carry the rest).
This, of course, assumes you're playing Oblivion; if you're playing Morrowind, you are better off getting smart (custom Fortify Intelligence potions, which can boost the stat exponentially) and making some super power Fortify Speed potions; just watch out for non-solid walls (or, rather, the walls aren't thick enough for the game's collision detection to realize you tried to go through one) and potential game crashes.
(By the way, the link in this post is to the SGDQ 2015 speedrun of Oblivion, where one of the main speed strategies is to get drunk on Skooma so that you can go really fast.)
