What is the difference in these files?

Some will have two parts the Retro wave got 1.25.1 one part the Warrior DLC works the Inmate DLC not sure I do not have it but they had some problems with them but had been resolved.

I'm not quite following your train of thought there. Are you saying the DLCs had bugs which are patched in the 1.25.1 versions? In which case I should install the 1.25.1 and not install the 1.25.0.

I had contact tech support because the retro wave would not download or work with both files now the retro only comes with 1.25.1 so 1.25.1 is the only one that might work for you I would give that a try.
