I have played this years ago with the starter party(since I had no idea back then about D&D) and now decided to revisit the game with a party I made...at character generation though I noticed that I am able to increase stats. Like I could make a human gladiator with full 20 at all stats. Isn't that a bit overpowered? Or do I miss some drawback for being able to add more to the stats?

I got suspicious whether the game has some exploit over there or not.

Anyone can enlighten me?

It's normal, and doesn't have any downsides.

The ability to adjust stats at (or immediately after) character creation is a characteristic of all the SSI AD&D CRPGs. The ability to start with stats as high as 20 (or higher with racial bonuses, i.e. 24 Strength on a Half-Giant) is a characteristic of the 2e Dark Sun rules. So yes, starting with high stats is normal.
Ah I see. I was considering that my starting party would be quite OP when I maxed everything considering I beat the game with the starter party years ago. Maybe the effect will not be as devastating as I thought.

As a historical note, I believe the scores could be adjusted to allow players to enter in their characters from pen-and-paper roleplaying.
I remember as a child when i played Shattered Lands even with raising all the stats to maximum i still couldn't beat the last fight. still had fun though. :)
