I thought I'd just ask to be sure: If I', buying the collectors edition, does that mean, I'll also get a code for an additional copy of the enhanced edition, which i can gift away to a friend?

Yes. After buying the Collector's Edition, if you select D:OS EE in your library and click the More button, there will be a 'Serial Keys' entry in the menu, where you can find a link for the gift code for the second copy of the game.
