Is this game really locked at 30 fps, or am I missing an option somewhere? I should be easily getting 60 fps on high, but I'm stuck on 30 fps no matter what level my graphics are at.

In the options screen you can set the framerate lock.

Your welcome. It might have been more helpful if I had mentioned that it's in the graphics options after you "show advanced options" and it's all the way at the bottom.
It's not mentioned in the manual and I believe it was added in a patch.
