There is a thread on Larian forums that might be of some help.

It isn't needed for single play - it works fine without any network connection present / completely offline machine.
I suppose some particular network card / firewall combo is to blame. The way the game is designed, it creates a lobby for each game, even single-play. Maybe some firewalls catch that code, even though it works only locally.
