Currently "trying" to get beyond divinity to work right and i'm running out of ideas.

the game opens a seperate process "rundll32.exe*32" in task manager(which i can't access) that tries to shred my cpu(100 C+).
any and all compatibility modes and/or disabling most cores will do absolutely fuck all.

the only thing i could find that made any difference was enabling compatibility mode for windows98, which then proceeds to have the game run in bullet time which makes it absolutely unplayable.

Did lowering the game resolution make any difference?

Try the 4GB Patch to increase the amount of virtual memory that the game (or any 32 bit application) can access in 64 bit versions of Windows.

Are you shutting down all non-essential programs (especially anti-virus) before trying to start the game?

Try doing a clean boot and then test the game. Click Start, or hit WinKey-R, type in msconfig and hit enter; in the General tab, click Selective Startup, uncheck Load startup items (if required) and leave Load system services and Use original boot configuration options checked. Next, click on the Services tab, check the box to Hide all Microsoft services, then click the Disable All button (maybe make a note of which are currently enabled/disabled), then click OK and reboot the computer.
Run msconfig again to switch back to the normal boot configuration.

Maybe try using a program to limit the FPS:
Game Too Fast (though for Divine Divinity) / FPS Limiter Universal: Stabilize the performance of your games

You could try using DXWnd to run the game in a window. This link has instructions, though the issue they are referring to should be fixed in the downlaod version of the game.
