Its 2019, i have a $3000 tower running ryzen. Diablo wont load. This error pops up. Theres no way my DX is out of date ... Anyone have any solutions?

If you want classic Diablo to work, I suggest you provide a better problem report. Assuming the Devilution source is a good reference for this (and with thanks to the Devilution developers for providing a source base that can be used as a reference), your problem is that setting the display mode to 640x480x8bpp failed. I think I've seen problems with this before. Some modern Windows systems can't go that low. Try setting your resolution to 640x480 with 8 bit color before you start the game. If you can't change it by hand, there's a good chance the game can't change it for you, either.
