Starting the game normally will cause the game to crash upon startup. Starting in safe mod with "Disable all sound" unchecked will also cause the game to crash, but none of the other options result in a crash. I have verified the installation.
I am running windows 7 64bit, a GTX 770 and i5 4690k. I will reinstall and report back.
