I tried every single graphic mode, yet they alll give me the same glitchy shaky screen. Now what?
Also, why does it look like decent 2 is running at 30 frames per second?

Descent 2 seems to run at a slow framerate in 640x480 for me as well. The Dxx-Rebirth open source version runs fluidly though...
