I realized recently that I hadn't stopped by the memorial wall and viewed it, however, even after realizing that I might be missing content and character development I can't find the d*** thing. And yes, I've googled it. Best I got was that it was on the second floor (and that it was added back in version 5.5 . . . Apparently). The shelter is like a special sort of where's Waldo because I keep on encountering this crap (with Max Getz and now with the memorial wall).

Yes, take the stairs on the left to the 2nd floor. Walk north (up) but stay in the hallway, then look to the wall at the west (left).

it is near the stewardess - elaine - just make a round and you will find it - its close to the stairs on the second floor of the school
