This happens to me as well.
Both myself and a buddy have different estate runs (he's on Radiant, I'm on Normal) and after some time the District access crashes the game and renders it unable to be accessed.
I subscribe to this in hopes for an answer since according to Red Hook "they fixed it".
They didn't: after verifying, repairing, reinstalling, deleting all local files and doing individual runs, they all end up having district access denied by crashes...
EDIT: Solved!
It was solved by... switching language back to english -.- my game was changed to spanish language for my buddy since his english is rather poor, and when I read other posts about similar crash problems I noticed that they also had changed language, decided to try and it worked.
