Why DLC costs 30$, instead of 15$ as in steam? I got the main game from GOG. It doesn't seem fair.

Must be a regional thing. It's the same price for me on Steam and GoG.

But Phantom Liberty is NOT a DLC, it's an expansion. "DLCs" are typically cosmetic content.
