I think most people who played and finished Cyberpunk 2077's main quest can agree that having a true NewGame+ feature would be a great addition. But how could a NewGame+ make sense narratively? Well, why do we have to play the main quest all over again? I feel that if a NewGame+ is added to the game should take place in an "alternate timeline" where Jackie and V were never hired by Dex Deshawn for the "Heist." Instead having new Fixer missions should be added which not only let you explore new parts, but that could also become a way to meet more characters and fixers that you meet in the story under new circumstances (yes, even Dex Deshawn could return with new missions to give out). Each mission increases your reputation which means higher profile people will contact you to give you increasingly tougher tasks. Want to hang out with Jackie, Judy, Panam, Takemura, etc? Once you meet them through the fixer missions, you can just call them to meet you somewhere and they'll join with you until you dismiss them similar to how every other open world game does.
