Is it a flat charge, meaning 100% charge = 100% more dmg?
Or is it some form of multiplier, time-based?

I mean without any bonuses from tesla, mods or inherent from the weapon.

It's impossible to judge weapons in this game without proper info of the mechanics!

50%, can be upgraded to 75% then 100% with perks.

No. I managed to do some testing. At full(100%) charge there's almost no difference in dmg compared to no charge. So I assume it's only the number that is on the weapon, typically 25%, that is added on a full charge.

You're right, they added the charge multiplier stat on weapons now to display it.
