Where should i buy, if i want the the collectors edition, and the digital PC copy?

Wherever you are able to still get one. The CEs were sold out hours after they were available.

For digital go with your preferred platform, either Steam or GOG. I recommend GOG.com as you support CDPR a bit more as the own GOG.com.
