There is a difference between modding your copy of your game... and releasing said mod on the Internet for everybody to download. While they cannot do anything for the former, for the later it is not necessarily the same.

Nobody modded Kevin Spacey back when call of duty Warfare came out. I already looked up on Youtube to find mods but they weren't any there. So that's a sign of respect.

Except when you are using the likeness of a real person then it stops being "fictional", and that include Photoshop and deepfakes, if you create something that can be considered harmful to the person reputation, and using their likeness to create porn qualify, then all sort of laws can be used against you including defamation ones.

I agree that it can be disturbing and in some jurisdictions illegal, but good luck enforcing this at large.

Look, as far as I'm concerned, if you have lent your image to a video game, be prepared to be abused in many different ways. It's just part of the modding process. Legal or not, this will happen and cannot realistically be enforced. With the amount of fake porn on the internet, I'm sure that celebrities by now must have come to terms with it.
