This has been mentioned in a few reviews and the Day0 patch didn't fix this, and I feel it's worth amplifying.
There's no "walk" button on the PC. Of course, one COULD use a pad, but then aiming goes out the window (plus not everyone needs to own a pad on the PC). Essentially you're left jogging everywhere, wile all the NPCs around you are casually walking (at least for the most part), which is kind of annoying.
Some temporary workarounds: you can "walk" after pressing the "zoom-in" button (default right mouse), or scanner button (default tab). Neither is really a long-term solution. Ideally there should be a modifier / toggle key akin to sprinting, which makes the character walk at the pace NPCs will typically use. In the first Splinter Cell this was also resolved via the mouse wheel (which would speed up / slow down the walking pace), so solutions to this have existed for quite some time.
This modified / toggle should also prevent dodge moves. Or possibly disable dodging entirely if no weapon is drawn?
