I cannot complete this task even on version 1.31, there is no car in the junkyard. The game files have been verified. I know CD Project will solve this problem, but I want to report that the fix in 1.31 does not work correctly.

You need to do the quest as soon as you get it after leaving the Afterlife during Ghost Town. It is a known bug, but this is the only workaround.
