Hello:

I just bought Caesar IV and the game won't run scenarios. I'm running windows 10 with an intel i7, 64 bit operating system and 8 gb of RAM.

Don't you mean that the game won't run scenarios?

As this is such a recently released game, you would be better off sending a ticket to GOG.com support and filing it as a release day bug.

Thanks! I found that if I run troubleshoot compatibility it does run.
