I played the crap out of this game's demo back in the day. GOG recently had it for half the price so I TOOK IT! Great fun, memories flooding back and all but buildings keep burning down.

I'm at the third mission (Capua) and buildings keep burning down. I'm confused because there's a section that continuously burns down, and its right next to a working prefecture, well and fountain! (the fire risk is as tall as it gets) I tried lowering the difficulty but it didn't change anything. So the question is: is this rather normal or am I doing something wrong? If it's normal I guess I will try different block configurations... it's very annoying though.

Mostly everything except water availability are determined not by zones but by whether or not they are visited by a particular worker (e.g. engineering to stop buildings from collapsing or prefecture to stop crime and fire). That means the little prefect or engineer has to physically walk by the building in order for that building to be considered serviced. This can be nice because they themselves set up routes that allow for more complex patterns of availability for that service, but it can also be very aggravating because the AI worker may have a shop right next to another building and yet never seem to visit it. This means you have be very careful how you construct your roads and furthermore, you may have to micromanage your worker's paths literally cutting the road so they turn left instead of right and then re-anealing said road back together. It is one of the more aggravating parts of an otherwise really good game.
Difficulty and climate have an impact as well on rate of fire.

Ok, I see, thanks! In fact, now that you mention it, the first level said something about how having too many crossroads could confuse people (or something like that). I will try to be careful with road construction from now on and we'll see.

For future reference, if you watch them, when they leave their buildings (given a choice) they will almost always start walking in a certain direction first. Can't remember which it was, N, S, E or W. So if you plonk one down in the middle of a huge block, they may end up always starting in one direction and then coming back the same route, thus missing anything "behind" their building.

At any rate, I used to build roads so prefecture buildings were at the end of a dead-end road tile, forcing them to go the direction I wanted from the very start.
