The problem ist getting the rights to release the source code. It's not enough to have it, many people have worked on the code and releasing it without proper permission is technically illegal, even though it's for the greter good. I mean, what is Atari supposed to do with the Blood source code, I doubt they are going to license it to developers for money, but if the legal effort of tracking down all the rights holders is too large, then companies won't bother with it.
