Was this always there on startup? Or was it added and if so does anybody know why?

They were not and because Atari are the publishers.

If you want to remove them you can just go into the movie folder in your Fresh Supply directory then find and either delete or rename:

ATARI.ogv
GTI.ogv
Kex.ogv
MONOLITH.ogv
NightDive.ogv

That will then disable all publisher and developer videos.

You could also just turn them off in Options>Display
