There's only one explanation for a computer opponent beating a human player so easily in a minigame like Pazaak or Dom-Jot or whatever: The AI opponent is cheating, whether by crappy scripting or by some 'plot element' such as a game altering device hidden under the table. As far as I know, Francis isn't using any magnets or anything, but whoever programmed him owes a lot of people new keyboards and/or controllers.

Is there a way to alter his AI script so that he plays poorly or, even better, not at all?

Not that I know of, but if you can aim well and you have good strategy you can beat him easily. If you're really good (and get a little lucky) you can put all four onto his side with four or five shots. With the right aim, the first three you can hit onto his side with one shot and once you get to the last puck you can shoot in rapid succession and win fairly easy. He never gives me trouble once I get the hang of the game again.

Don't know if this is still a problem for you but I found the issue was the mouse cursor speed being set too low. I jacked it up to maximum and had no problem beating him.

The mouse cursor speed isn't too slow, but the speed at which the game switches between pucks certainly is. That is, Francis' 'indicator' moves between pucks much faster than the player's.
Have you tried running a load of background programs at the same time you're playing him? If you're not past him yet that should slow the whole thing down.

I always found that getting three of the pucks up to the entrance then whamming into them as hard as possible with the fourth will usually knock at least two of them straight through and often makes it a bit more difficult for him to send them straight back (which he does with great frequency, as he's a cheating cretin).
