Battle Isle 3 is running a tiny little box...the movie bits anyway.

I've set hexes larger in options and raised res to 1024 x 768 but the screen is still too small.
Fix (sorta)

Setting launch properties to 640 X 480 helped tremendously (even with FMV) even though not filling my widescreen

I received a 'Video Driver' error message from Bluebyte but after canceling and ignoring it the game ran fine.
I do not know for Gog version, but in Dosbox if you press alt+enter it makes the window full screen.
