Maybe I missed this....but, is it possible to start over new in Dragonspear, or do I have to play Baldur's Gate to get to the Dragonspear extension? All the documentation I have seen states that one can import the characters; but, I would rather only play Dragonspear. Is that possible? Can I create my own party? Or do I have to play BG first?

You can start directly at the expension, your character will start at the appropriate level, according to Beamdog
