Playing as a sorcerer, leveled up to 2 and afterwords, it won't let me select spells in the spell book. Took off all weapons, gear, reinstalled the game and still won't let me pick spells from the spell book. I even went to old saves that I could use the spell book and it won't let me do it. Restarted the game as a new sorcerer and it won't let me select spells. It will let me cast spells from the scrolls.

Have you already used spells? Initially, you can only cast 1 or 2 times without resting. So try resting and then see if you can cast again. Note that the rest has to be uninterrupted (so best try an inn). If after resting you still cannot cast spell then this is a weird bug that I have never encountered.
