Yes it seems a bit strange. Especially since the description states that it's "rarely used for its intended purpose any more - it's too valuable for that" - and yet it's almost always found in bathrooms or toilets, so it seems like it IS still being used for its intended purpose...
Makes you wonder where the massive stockpile is, since no one seems to be short of it (at least not until you rock up and steal it all to make rollies).
