I recently purchased this game but can't seem to play it for everytime I start a game whether creating a character or selecting one the game always asks me to please wait yet this screen never goes away and some of the UI is showing and I can interact with Virgil but nothing else.

Try adding a couple of parameters to the game's executable.
Make a shortcut, then right-click on it and open the property pages. Switch to the Shortcut tab and add -no3d -doublebuffer at the end of the target, which should look like this:
