How do I activate this? Never used it before but apparently it's available in the newest UAP.

According to the 1.5.(1) UAP's Documents\Cheat Mode.txt file:
Troika's original Cheat Mode can now be activated in the UAP with the '-cheatmode' command line argument. It enables the following shortcuts for use in-game.
(...)
Open the properties for the shortcut file you use to run the game (or create a new one), and at the end of the Target field add a space and then -cheatmode
