Is there a specific order to getting the Divine perks or blessings or whatchucalums? What kinda offerings or pre-requisite attributes will I need?
This question / problem has been solved by EBMimage
Pick your preferred level of aid, listed in the following order:
In-game aid location (very minor spoilers)
Blessing list (minor spoilers)
Offerings Required (moderate spoilers)
Offering Locations (massive spoilers)
The Path to the Ultimate Blessing (this should be obvious)
Locations of the altars are up to you to find, or you can search for a map of locations.
In-game Aid
In-game aid can be found through Aldous T. Buxington at the Tarant University, if you'd prefer to figure out the mega blessing path for yourself. The book he gives you has helpful information.

Yup, I thought I saw reference to some such golden road when I played this years ago. But are you being sarcastic about the "corpse" part? I hope so, because I don't think it was this game where you actually had to drink a poison potion to "kill" yourself to become a spirit and combat some baddie or another, and then someone would bring you back to life. Or am I thinking of The Frighteners?

I can confirm it's "yourself," not your corpse. Just walk onto his altar. Although I think I read if you walk onto the altar without having collected all the others in the right order, your character does die.
The corpse bit was mostly for my own amusement, but it isn't far off from giving yourself to him. I can't shake this hilarious image of necromancers exploiting the altar for fresh zombie material, resulting in the player's party seeking a way to unzombify him.
Can you re-start the quest if you mess the order for some reason?
Also, do blessings make you go "over" the max in stats and skills? Because if not, the last blessing, while nice, is pretty silly, since by that time you probably have maxed several of those skills... (at the very least dodge+melee or firearms, depending on how you go).

I've never done the super blessing quest, so I don't know if you can restart it. Go back to Ter'el's altar for the blessing and see if it continues as normal.
I'm pretty sure blessings will take you over the max stats. I'm not sure if skills go over, since you can't really tell with those gauges.

I have the same question. I remember the alters seemed to be bugged in the original release so after i installed all the patches i decided to test it with Torg's Alter and it worked, except it never accord to me that it might screw up the quest for the final blessing.
Blessings can raise stats to 20, if your max in that stat was lowered below 20. They can't push the max above 20.

Blessings can't be redone in a new order. It's been a while, but I remember strongly that being the case.

Right, blessings can not raise stats above racial max (20 for humans), but the Brain Builder and Muscle Maker can.

Velorien's blessing can not be repeated.

I put a ruby in Torg's Alter to see if it would work, then later i was able to complete the first circle and get Halcyon's blessing so I guess it will reset when you put a Li'tani in Ter'el's alter.
I've not done very indepth tests but I believe it is possible to reset the Ancient Gods path (as long as it's not completed).
I don't think it is possible to stack repeated blessings (such as stacking Halcyon blessings, for example)?

You're also limited in how many attempts you get, as (for example) there are only five heartstones total available in the game, and one of them is needed for the Iron Key schematic, if you decide to accept that quest.

It's not. Once you complete the gods quest, you can't start over to reacquire the bonuses from the first three circles. Not that you'd really need to anyway, as by the time you complete the full quest you're already more OP than the final boss anyway.
What do you offer to Shakar? I have been searching for a bone dagger or a reaper's axe, talked to every gypsy and magical smith I know of and none of them have one.

Any suggestions?

Bone dagger : usually on krags.
You can find one at BlackRoot : from the train station, follow the rail south-west until a tunnel, walk around the tunnel you should find a krag.
You can find a lot of krags in Caladon sewers.

Reaper's axe : usually sold in magick armory shops and gypsies outside of cities.
