Am I right that when a newspaper shows up that Donn is still at large, the quest is over w/o me noticing? Or is that just some story to lead to the events in that quest?

I think it's just flavor, i.e. it lets you hear about Donn Throgg before you end up actually getting the quest ,so when you do get the quest, you think "oh, I heard about this guy." But I'm not certain, anyone else know for sure?

I think that many of the newspaper headlines are semi-randomized as to when the show up, with the exception of those directly relating to your character's actions.

I believe that is correct. Donn Throgg doesn't show up in the game until after you come back from Caladon for the first time (I think... unless it is after you come back from Quintarra for the first time).
