When you start the game (unless you choose certain races or backgrounds) you are magic- and tech-neutral, exactly halfway between full magical aptitude (MA) and technological aptitude (TA).

As you increase your MA, tech devices — including weapons and armor — are more likely to fail. Failures are treated like critical misses, with a chance of anything from damage (to you, or the item, or both) on up to a full-on explosion.

When you mouse over an item in your inventory screen, the critical failure percentage is displayed based on your current MA. IIRC, you need to have a non-zero MA to have any chance of failure; so if you avoid both spells and tech skills (by, for example, playing as a tank or a thief) you should never break any tech devices.

Going the other way, you can be tech and still use magical devices, but at reduced benefit. Remember that the scale isn't from 0 to 100, but from -100 (full tech) to +100 (full magic). So if a sword, for instance, has a 40% MA, you get the full benefit of its magical extras if your own MA is 40 or above, some benefit if your MA or TA is less than 40, and no benefit at all if your TA is 40 or above.

This means that you can be heavily tech and still make decent use of Arcane weapons and armor, since by definition their MA is 100%. You would have to be at 100% TA to get no additional benefits whatsoever.

And remember, no additional benefits is NOT the same as no benefit at all. Magical leather is still leather. A magical dagger is still a blade. Gnomish chainmail is still a lot lighter than regular chainmail, and works almost as well even without any bonuses (assuming you're one of the races that is small enough to wear it).

So it's not as simple as "techies stick to tech". There's a lot more variety possible, and that's part of what makes this game so interesting and so replayable.
