Oh my... thats a bad joke, i bought all Anno Games without a Discount (a few hours ago) and now they are on SALE :P

Can i ask for a refund to rebuy these games with Discount?

As long as you didn't downloaded the games, yes. But be aware that it can take some time : it's the week-end. But the bundle should show again at middle and/or end of the sale for an "encore".
I hope you'll be able to get this sorted out !

PS : During a sale, never buy anything full price and wait the end of the sale ;)
