As the title says for me the awareness skill seemingly does not go on cooldown. While I can select and use it, the icon only appears for a moment in the top right corner but goes away just a few moments later with no effect and the skill not going on cooldown.

A recent post on reddit informed me that as of now, the skill works when it is leveled up to Master Rank (which by that time it is on permanently.) Hopefully someone finds a proper fix so it can work properly in earlier ranks, but at least its not *completely* useless.

It's been awhile since I've experienced that bug, but in earlier releases if you upgraded the Awareness skill before completing the training mission, it would glitch out. The solution was to save the skill points until after the part where it's mentioned in the tutorial.
