Every time I launch the game, it sets the wave volume to max. Is there a way to stop that?

In Audio/Video settings you can set volume. Then select Use these settings.
It's possible the game doesnt save these settings for you. Try right-clicking the game shortcut and selecting Run as administrator. Maybe that helps.
