The game was developed by DICE (of Battlefield 1942 fame) and published by Microsoft Game Studios. This marked a change from the developer of the first two games, Angel Studios (now Rockstar San Diego). Coincidentally, Midtown Madness 3 was released in 2003 against Midnight Club II, created by the developer of the first two games, Rockstar San Diego.

Returning from Hudson's widely acclaimed PS1 titles are Stun, Long and Jenny, each of who brings a unique fighting skill to the arena. During each bout, players build an energy bar based on the number of successful kicks and punches they land on their opponent. As the bar fills, players can then morph their combatant into terrifying manimals from beasts such as lions and tigers to moles. The morph, in turn, unlocks a secondary control system specifically designed with each creature's combat moves and appearance in mind. OutRunOutRun is a racing game originating in the arcades. The player can race across varied terrain in a readily available Ferrari, complete with a female passenger, over a series of short tracks.
Gameplay is viewed form just above and behind the car. The roads are full of sharp bends and hazards, contact with which can cause the car to roll and lose the player's time. On each section of track there is a fork in the road, allowing the player to choose which direction he or she wishes to go in. The player has to to complete five track sections in total, out of the fifteen in the game.Action Non-fiction
Lotus Turbo ChallengeThis sequel to Lotus Esprit Turbo Challenge is again a behind-the-car viewed racing game. It takes place in eight distinct circuits, adding surface and weather effects such as desert and snow. Later in the game, you must race through two-way motorways with oncoming traffic, (incorporating civilian cars and trucks), and face tough levels aided by speed and time boost pick-ups.
Lotus IILicensed by the classic British car company, this game featured 2 modes of play - one has you racing against 19 computer rivals (with witty names such as Alain Phosphate and Crash-Hard Banger), and the other pits you against the clock.
There are 13 different types of races, ranging from Motorways to night-time to sections punctuated by roadworks, and some are lap-based with others being simple A-B. 2 players could play on a split screen mode.
The game's crowning glory, however, was the RECS editor, which allowed you to create courses of your own, with theoretically millions possible.
