(how does this like only have a few dozen votes!?) This is one of the best PS2 games, like ever, let alone one of the best racing games... Then there's the intro sequence; if you had the NTSC U/C version, you had Van Halen in your ears, and that was amazing...(still is)
Gran Turismo 4 is the last GT game that had a proper structured single player mode before monetization and corporate greed wreak havoc in the series. It represents the very best that Sony and Polyphony Digital can do when they think about how to satisfy the player base rather than investors. It's truly one (if not) the best representative of Top notch Sony at its best.
Those games also need your vote!

Midtown Madness
Midtown MadnessMidtown Madness (also known as Midtown Madness: Chicago Edition) is a racing game developed for Windows by Angel Studios (now Rockstar San Diego) and published by Microsoft. The demo version was released via download on May 1, 1999 and the completed game was released toward the end of May 1999.[1] Two sequels followed, with Midtown Madness 2 released in September 2000 and Midtown Madness 3 released in June 2003 for the Xbox. The game is set in Chicago and its objective is to win street races and obtain new cars. Unlike racing games that restrict the player to a race track, Midtown Madness offers an open world recreation of Chicago. This setting was said to provide "an unprecedented degree of freedom to drive around in a virtual city".[2] Players can explore the city via one of several modes, and can determine the weather and traffic conditions for each race. The game supports multiplayer races over a local area network or the Internet. The game received generally positive reviews from gaming websites.[3]

It is one of the only independent games in the series to feature a multiplayer mode; it is not done again until the release of Super Robot Wars XO. Unlike future games, the goal is to capture the enemy army's "tower," and Spirit Commands can only be used by the unit that is designated the team's "hero." The final boss of the game was the main villain from Great Mazinger vs. Getter Robo, Gilgilgan.

Jet Moto
Jet MotoGameplay in the Jet Moto series differs from traditional racing games, as players instead control hoverbikes which hover close above the ground and can be driven over both land and water. Most of the courses in the games are designed to take advantage of this ability. The game has a variant of the traditional road course but also introduces a new course type, known as a suicide course. Instead of being a continuous loop, these tracks have checkpoints at either end of the course, and the starting grid in the centre. Characters race to one end, then turn around to head for the other checkpoint, repeating the process until all laps are complete. This provides a new gameplay dynamic as often the player must navigate oncoming traffic. Characters are split into teams, and bikes are adorned with logos of products such as Mountain Dew and Butterfinger, similar to real-life sponsored racing.
