I actually played this on Saturn and, while it has some ugly cutscenes and GOD AWFUL voice acting (one character is SUPER gay for no reason beyond he's the designer of the Big Top), I actually loved this. It's one of the only games where you can aim and run, it's got a good story, some of the deaths are genuinely shocking because, holy hell, it's like if they killed off Sherry in RE2, it's just such a complete change from how we normally view NPCs in horror (those who die and those who obviously won't). But I liked this. Genuinely, for all the stupid voice acting and CGI, I genuinely, unironically, loved this game to the point I can still remember all of it.
It never really got a grand entrance into the gaming world and faded away instantly (apparently spiritually lived on by the equally as forgotten PS2 game Extermination), but it's a great game and I really, really wish more people got to experience both the good and bad of it.
