amund: Yes, it's possible. I'm using the Long War 2 mod with the GOG version.
Steps how to install:
1) Create a folder called Mods in the game installation folder. If the mod is for the base game it should be in "XcomGame/Mods" or "XCom2-WarOfTheChosen/XcomGame/Mods" for War of the Chosen mods.
2) Edit the file "DefaultModOptions.ini" which can be found in "XcomGame/Config" or "XCom2-WarOfTheChosen/XcomGame/Config".
3) Add the line: ActiveMods="mod name"
4) Save and launch the game
For #3:
Steam folders are numbers. Can we change the folder name to the mod name?
Also, does the command Line (#3) search for EvacAll.XComMod (as an example) by the folder name, or the filename?
- (I ask this because if I put spaces in folder names to better track, will that mess it up?

I tried both methods and no mods are showing up. I even listed Mod Config Menu first and it does not show up.
Now, to try and get this straight:
This all happening in the folder that contains the actual .exe file, NOT the "My Games" documents folder, right?
