So I also had this frustrating problem with being unable to run the game - no error message, just nothing happening after either clicking the game shortcut or trying to launch it from GOG Galaxy. I'm on Windows 10 Pro 64bit, BTW...
Now I finally got it running (after some googling and experimenting). Ain't sure which of these steps are crucial and which may be completely superfluos. Anyway, here's what I did:
1) Installed Visual C++ Redistributable for Visual Studio 2012 Update 4
https://www.microsoft.com/en-us/download/details.aspx?id=30679
2) Installed Visual C++ Redistributable Packages for Visual Studio 2013
https://www.microsoft.com/en-us/download/details.aspx?id=40784
3) Restarted the computer
4) Ran GOG Galaxy as Administrator.
5) Ran XCOM2 from the Galaxy UI.
Finally, it works! Please take note that this is not a perfect solution. I had to restart my PC and/or GOG Galaxy (closing its related processes via Task manager too) a few times when the game refused to run again. Anyway, I'm consistently able to run it again after few attempts at most. No crashes so far when the game does run. I guess the most important step is actually running the Galaxy client as Administrator as none of the above worked for me before I tried this. Hope this helps someone!
