I have read in the manual that Intelligence increases the number of skill points received when gaining a new level.
So i have some questions about it:

1) At what "intelligence range" we starts to gain the additional skill points?
The manual states that numbers from 8 to 10 are considered average, so i guess that values in this range doesn't
grant additional points.
2) A low intelligence scores(an Human warrior starts with 4) could decrease the number of skills point received?
3) Should i boost intelligence from the start for Warrior & Priest classes?

1) The points are int/4 rounded down. See also here.

2) yes

3) i would try to get a good INT score on all characters, since you may decide to class-change anyways.
