There is a button on the NPCs portrait on the main game window, (maybe there's one in the character screen too). It has an arrow and a ... uh... cloud? That's the dismiss icon. Created characters don't have that icon.
I leave that big horned thing alone, or go around it. It's yellow on the radar, so it's only hostile when you get within so many feet. You kinda get used to avoiding and running away from stuff to survive.
Your Ranger's chance of insta-kill is going to be low, less than 5% I wager. But hey, it does work sometimes.
And you shouldn't have to encounter spell fizzling that much, unless willingly going for the risk. When choosing the power level, any non-green color means the skill is too low for that spell to cast perfectly, and carries a risk of backfire. Green will never backfire.
