Sometimes i find gates, it doenst say locked when i bump into them and if i choose open i cant pick or bash it open.

You need the correct key to open gates.

Pick "use" in the menu, choose the character who has the key and use the key.

As Dotur said you need a certain key or in some cases like the service gate you have to find another way to open the gate like finding a button or the like.

and some are even perma sealed but there are ways around them

Did anyone ever figure out how to open the gate to the back of the castle in the enchanted forest? By the time I had beaten the game, it was still closed.
