Yes, it's possible to find him again. He wanders, however, and he could be anywhere. Normally he heads to either Munkharama or Orkogre after you release him. If he went to Orkogre, he'll be inaccessible because you can't get past Galiere, but he'll resurface later... probably. (He might get killed, though, and in that case you'll have to fight your way through.) If you have the Locate Person spell or scroll, that tell you more or less where he is, but actually finding him can be a little trickier. If he's in the mountains or something, you may just have to wait until he comes back.
Basically, it's possible to release him from jail but not get his mission if you don't talk to him. If you just show up in his cell and leave, he'll go about his business. If you ask him about his mission, or spies, or any of the other stuff he's babbling about when you open the cell, he'll give you the mission, a message, and a letter of introduction. In the future, though... when an NPC is acting super-suspicious, talk to them about what they were saying and they'll probably give you a lead about something interesting. If you want to do it the standard walkthrough way, you'll need to either track Boerigard down, or reload a previous save from before you released him. If you go after him, he should immediately ask for your help. If you say yes, he'll give you all the stuff you could have gotten back in the Constabulary.
It's not mandatory, though. If you're strong enough, you can just fight Galiere and enter the Gorn lands that way. Some of the encounters will be a little different (e.g. you'll get attacked after the conversation) but for the most part it'll be the same. Galiere is pretty tough, though, so you may want to do some of Munkharama or Ukpyr first before tackling him.
