I am trying to figure out the various ways i can adjust my video settings. I know while in flight I can use Alt-O and there I get a choice between VGA and SVGA. However I seem to recall, from back in the day, there were other areas for graphic options. Wasn't there some video card profiler way back?

Any hoo sorry for the stupidish question I just want to be sure I know the various areas to tweak the video. When I start the game it goes right into a cinematic then interactive movie.

The GOG version is the Windows DVD version of WC4 there really isn't anything to tweak. You may have been thinking of the WC:Prophecy launcher.

The GOG version of WC4 should already be defaulting to SVGA. Also, the original CD version of the game when ran with the win95 patch had a command line switch for running the videos in true_color mode. This is kind of redundant on the DVD version with it's mpeg2 video.
